Who we are

The Surgery Metrics Programme is a global collaboration of over 50 international experts, including anaesthesiologists, surgeons, health economists, public health experts, and data specialists spanning 23 countries and all six WHO regions.

National and International Partners

The Utstein Surgical Metrics work is supported by a growing network of national and international partners, including:

Participants at the 2nd Utstein Metrics Meeting, Norway 2022.
  • Ministries of Health in Ghana and South Africa
  • University of Witwatersrand, South Africa
  • University of California, San Francisco (UCSF)
  • Laerdal Foundation
  • Safe Surgery South Africa (SSSA)
  • CareConnect
  • World Federation of Societies of Anaesthesiologists (WFSA)

These partners are critical to testing the indicators in-country, integrating them into existing health information systems, and using the data for policy and planning.

Steering Group

The Surgical Metrics Steering Group is composed of senior global health leaders and experts in surgical system strengthening. Members are drawn from academia, international organisations, and frontline clinical leadership across high-, middle-, and low-income countries.

The Steering Group provides strategic direction, ensures methodological rigour, and oversees the development of the indicator working groups. It also supports country engagement, facilitates cross-sector collaboration, and leads advocacy to embed surgical metrics into health system monitoring frameworks like NSOAPs and the WHO’s emergency, critical, and operative care (ECO) strategy.

Members include:

  • Dr. Daniela Filipescu (Romania)
  • Prof. Adrian Gelb (USA)
  • Dr. Nobhojit Roy (India)
  • Dr. Jannicke Mellin-Olsen (Norway)
  • Prof. Emmanuel Makasa (Zambia)
  • Prof. Justine Davies (UK)
  • Dr. John Meara (USA)

Funding
